If i want to tag or archive conversations that happened in the past, I would like to be able to trigger a rule manually that can do that.

Cat here from the Front support team. Rules cannot be triggered retroactively - they can only be triggered when a new event occurs which matches the rule conditions.
This means that if you want a tag to be applied in this kind of case, you’ll need to mass-select the relevant conversations and apply the tag manually.
