Does it really matter whether rule conditions are set up with AND or OR conditions??

Yes!
 

Let’s say you create a rule with two conditions, Condition A and Condition B.

 

If you set up the rule so that the conditions are joined by OR, then the rule will trigger when either Condition A or Condition B is true.

 

If on the other hand you use AND, then both Condition A and Condition B must be true for the rule to trigger.
