Logic to determine recipient list

Can you elaborate on the logic used to determine the recipient list (To, CC, BCC) of a new message in an existing conversation?

Also, is there an API endpoint to retrieve this list of recipients?  Currently we are retrieving the last message in the conversation, but that does not always include everyone who has been involved in the conversation.
